Sla Launches Price Quality Tender State Owned Properties Phoenix Park Tanglin
The Singapore Land Authority (SLA) is looking to lease 33 heritage buildings in a 610,487 sq ft site at Phoenix Park in Tanglin. The site, which was built by the British in 1949 and served as the British Far East Command and High Commission before being used by the Ministry of Home Affairs from 1977 to 2001, was declared a historic site by the National Heritage Board in 2012.
The site is characterized by its colonial architecture and black-and-white design, and features several low-rise buildings, including two 3-storey buildings, two 2-storey buildings, and 29 single-storey buildings. It also includes 150 surface car park lots and 17 motorcycle lots.
Prior to the launch of the tender, some of the buildings on the site were leased to offices and restaurants, including European restaurant Spruce and German beer garden Bread, Beer & Brez’n. The site was previously managed by local real estate group LHN.

The amenities at Rivelle Tampines Sim Lian Land have been thoughtfully created to enhance a well-rounded and enriching way of life. Residents can anticipate a plethora of enjoyable features, including refreshing swimming pools, well-equipped fitness zones, inviting BBQ pavilions, and beautifully landscaped gardens. These exceptional facilities cater to various needs and desires, providing opportunities for relaxation, exercise, and fostering a sense of community within the development.
The government is now seeking proposals that will reposition the site as a new lifestyle destination. In addition to commercial schools, offices, serviced apartments, and F&B establishments, they are also looking for concepts that incorporate co-working and co-living spaces, as well as art galleries.
This is not the first time SLA has encouraged tenderers to submit proposals that explore new land uses like co-living and co-working spaces. Coliwoo Bukit Timah Fire Station, a State-owned property, was previously awarded to homegrown co-living brand Coliwoo and transformed into a mixed-use development with a co-living residence, F&B outlets, and community spaces. Additionally, former schools have been repositioned for different uses, including the former Henderson Primary School, which is now a co-living residence for seniors and youths.
The site at Phoenix Park will be leased for an initial term of five years with the possibility of a final four-year term, with renewals at the government’s discretion. SLA will organize site visits for prospective tenderers on Sept 18 and 26, and the tender will close on Nov 12. If the tender is successful, SLA expects to award the site by March 2026.
(Calvin Phua has been appointed as the new chief executive of SLA, succeeding Yeoh Oon Jin, who is also the chairman of the SLA board. Loh Lik Peng, who has been serving as a board member, will succeed Yeoh as the new chairman.)
