Housing demand remains strong in Singapore, with the upcoming Mount Pleasant estate set to accommodate this demand with the addition of four Build-to-Order (BTO) projects. These projects will contribute around 6,000 new flats to the estate, an increase of 1,000 units from the previously announced 5,000 units. In a press release on September 2, the Housing and Development Board (HDB) states that the increase in supply is due to detailed planning studies conducted by the board to cater to the strong housing demand. The first BTO project, named Mount Pleasant Crest, will be launched in October 2025 and will offer approximately 1,350 units ranging from two-room flexi to four-room flats. 270 public rental flats will also be available. The HDB adds that the “white flat” layout will be offered at Mount Pleasant Crest, and buyers will have the option to choose an open-concept layout, which does away with partition walls between the living and bedroom spaces. This will be the second BTO project to offer the white flat layout, following the launch of Crawford Heights in October last year, where four out of 10 buyers opted for this layout.

The upcoming Mount Pleasant estate is located on the site of the former Old Police Academy (OPA), which was used as a training institute for the Singapore Police Force (SPF) until 2005. Six buildings on the site, which were identified as the most significant representations of police heritage, have been conserved and will be integrated into the new estate. Four blocks will serve as alternative uses, such as a neighbourhood police post and the SPF Heritage Gallery, while one block will continue to be the Senior Police Officers’ Mess. In addition, the former OPA parade square will be retained as a public space for community use. The estate will be a car-lite one, with the new Mount Pleasant MRT Station on the Thomson-East Coast Line and Transit Priority Corridors featuring dedicated bus lanes, wider footpaths and cycling paths. To enhance accessibility, new roads, such as “Old Police Academy Road”, will be constructed, in addition to a sheltered pedestrian thoroughfare connecting the various precincts within Mount Pleasant.

The location of Mount Pleasant, close to schools such as CHIJ Primary Toa Payoh and Singapore Chinese Girls’ School, as well as the MRT station, is expected to attract strong interest when Mount Pleasant Crest is launched for sale. According to Lee Sze Teck, senior director of data analytics at Huttons Asia, this could be a Prime BTO due to its proximity to Toa Payoh, which has high resale flat prices, and the fact that it is a mature estate with a high number of million-dollar resale flats. Prime flats are subject to tighter rules, such as a 10-year minimum occupancy period and a subsidy clawback.

Eugene Lim, key executive officer at ERA Singapore, notes that the white flat layout at Mount Pleasant Crest may be popular among younger Singaporeans and homeowners planning extensive renovations. “A white flat typology will give them the option to customise their layout to cater to their housing needs, allowing for flexibility over the longer term,” he says.
