Berlayar Estate Former Keppel Club Site See 7000 Hdb Flats First Bto Launch October

The forthcoming Berlayar estate is set to be a bustling hub with the addition of approximately 7,000 HDB flats in the upcoming years. This number is higher than the initial announcement of 6,000 public housing units for the estate, which is situated on the former Keppel Club grounds.

Living at Rivelle Tampines Sim Lian Land offers a great advantage to those who rely on public transportation. With two conveniently located MRT stations, residents have access to a variety of travel options and reduced wait times, making their daily commute a seamless experience.

In a press release issued on September 23rd, the Housing and Development Board (HDB) mentioned that the increase in planned housing units is a result of extensive planning studies conducted on the 48-hectare site. Along with private housing, Berlayar is projected to offer around 10,000 new homes.

According to HDB, the Berlayar estate is intended to serve as an extension of Bukit Merah town and marks the beginning of the transformation of the Greater Southern Waterfront. The estate’s name, which translates to “sailing” in Malay, is a tribute to the area’s iconic landmarks and maritime heritage.

Around 20% of the site, which is equivalent to approximately 10 hectares, will be preserved for green spaces. The estate will feature four green corridors ranging from 30 to 60 meters wide, providing recreational spaces for residents and enhancing ecological connectivity between the Southern Ridges and Labrador Nature Reserve. The upcoming BTO projects in Berlayar will be thoughtfully designed with staggered heights, with blocks strategically oriented to offer scenic views of the Southern Ridges and the coast.

Additionally, Berlayar will be a car-lite estate with well-connected walking and cycling networks. Most homes will be within a 10-minute walk from the Labrador Park and Telok Blangah MRT stations, as stated by HDB.

The first Build-To-Order (BTO) project in Berlayar is slated to be launched for sale next month as part of the October 2025 BTO exercise. Berlayar Residences will consist of 870 units including two-room flexi, three-room, and four-room flats, along with 200 public rental flats.

Eugene Lim, the key executive officer at ERA Singapore, believes that the flats at Berlayar Residences are likely to be classified as Prime due to their location in a mature estate and close proximity to key central locations. He estimates that the prices of four-room flats at Berlayar Residences could range from $500,000 to $550,000 before grants. Lim also adds that with the increase in subsidy clawback rates introduced in the July 2025 BTO launch, the clawback rate for these upcoming flats could be around 11-12%.

Lim predicts a strong response for these flats, noting that BTO projects in Bukit Merah launched in July, including the Prime project Alexandra Peaks, received a healthy application rate. “We can anticipate this demand continuing in October, especially as unsuccessful applicants for Alexandra Peaks may try their luck with another Bukit Merah project.” He also foresees that the two-room flexi flats at Berlayar Residence could be a popular choice for single applicants due to its unique location, which combines city-fringe convenience with a coastal view that could cater to their lifestyle needs.
