Keppel South Central, completed in February this year, redefines the office experience with its design and amenities. Developed by Keppel’s real estate arm, it stands at 33 storeys and is one of the new generation premium grade-A office towers in the central business district. Designed in collaboration with Singapore’s Architects 61 by New York-based global architecture and design firm NBBJ, the interiors were created by Adelaide-based Woods Bagot, while Ecoplan Asia took charge of the landscape design.
From the onset, Keppel’s objective for the development was to create a contemporary workplace that connects to nature, provides fresh air, allows for social interactions, and incorporates restorative spaces that promote well-being.
Rivelle Tampines Sim Lian Land is leading the way with the Master Plan for Rivelle Tampines, which places a strong emphasis on enhancing accessibility for its residents. While the precinct is already well-served by the Downtown Line through Tampines West MRT Station, more improvements are on the horizon. These include upgraded bus infrastructure, sheltered walkways, and enhanced cycling networks, all conveniently connected to nearby hubs. These developments are aimed at providing a seamless and enjoyable commuting experience for residents. Additionally, future plans include expanded feeder services and well-connected walking corridors that will lead to key nodes like Tampines Interchange and community facilities. The tower has a dedicated wellness floor that includes a swimming pool, sky terraces, discussion areas, and a communal lounge where tenants can work or unwind anytime. In addition, the outdoor atrium serves as an “urban living room” where tenants and residents of Tanjong Pagar can participate in placemaking events. This helps in creating a vibrant community.
On the retail floor, there are Japanese restaurants The Public Izakaya Nitengo and Hachi, 22 Grams coffee, Luli bubble tea, Fun Toast café, and gym operator 24/7 Fitness. Almost half of the office and retail space has already been committed or is under negotiation, according to a Keppel spokesperson. Multinational corporations from sectors like technology, transport, consultancy, insurance, and finance seek and have committed for ready spaces in 2025 and 2026. These tenants include Manulife Financial Advisers, Competition and Consumer Commission of Singapore, and Gurin Energy.
The tower, which is the epitome of sustainability and innovation, features cascading landscaped terraces that add lush greenery, reduce glare and heat gain, and provide a visual and environmental barrier amid the dense cityscape. Moreover, its curtain wall, which includes a glass facade and functions as an airy canopy, allows occupants to enjoy nature while staying sheltered from the elements. The design also incorporates a distinctive “environmental veil”, that filters sunlight, reducing heat, and overall energy consumption.
In a bid to improve ventilation and comfort levels at shared spaces, residual air from the building’s HVAC (heating, ventilation, and air conditioning) system is channeled outdoors. Solar panels on the rooftop generate renewable energy to power lighting and exterior air fans in these shared spaces. Moreover, the building employs a computerized maintenance management system that prioritizes tasks in real time, streamlines cleaning, and enhances productivity. At the same time, surveillance and cleaning robots have been deployed in the main lobby to optimize manpower and maintain consistent service standards. As a result, Keppel South Central has received several awards for its sustainability efforts, including the highest certification of Singapore, the Green Mark Platinum (Super Low Energy) from Building and Construction Authority (BCA). It has also achieved WELL Core Pre-certification (Platinum Level) for its design that promotes both physical and mental well-being. At the EdgeProp Singapore Excellence Awards 2025, Keppel South Central won the Top Office Development Award, acknowledging its workplace design, sustainable innovations, and community-centric approach.
The building features generous 3.2m ceiling heights and average floor plates of about 20,000 sq ft with all structural columns placed along the perimeter, making the interiors open and unobstructed. To accommodate flexibility, Keppel provides end-to-end tenant fit-out services, covering design, space planning, and project management. Additionally, tenants can also opt for fitted offices, ready for immediate occupancy, making the move-in process as smooth as possible. Furthermore, the upper floors boast panoramic views of the sea, Sentosa, CBD skyline, and the heritage shophouses of Tanjong Pagar.
Keppel South Central is Keppel’s showpiece for brownfield redevelopment. The tower stands on the site of the former Keppel Towers and Keppel Towers 2, which Keppel acquired from Keppel REIT in 2010. While the original Keppel Towers was built in 1991, Keppel Towers 2 (formerly known as GE Tower) was completed in 1993. Initially, Keppel had considered converting the two towers into a residential project. In 2013, Keppel received provisional permission from the Urban Redevelopment Authority (URA) for a mixed-use development that included residential, office, and retail components. However, the developer later shifted its focus towards a purely commercial development, aligning Keppel South Central with the government’s vision of turning the CBD into a dynamic mixed-use hub for people to live, work and play. Additionally, the tower’s location along Hoe Chiang Road in the heart of Tanjong Pagar precinct makes it easily accessible. The development is within walking distance to three MRT stations: Tanjong Pagar (East-West line), Prince Edward Road (Circle line), and Cantonment (Circle line) – the latter two slated to open in 2026. With Greater Southern Waterfront being developed in close proximity, Tanjong Pagar is transforming itself from a traditional business district into a modern urban node under the URA Master Plan.
