October Bto Exercise Include About 3300 Flats Wait Times Less Three Years

HDB recently announced that the October Build-To-Order (BTO) sales exercise will see 9,100 flats offered for sale, out of which 3,294 will be Shorter Waiting Time (SWT) flats. These SWT flats have a waiting time of less than three years and will be available in four BTO projects located in Bedok, Sengkang, and Yishun. They will comprise a mix of two-room flexi to 3Gen flats, along with Community Care Apartments (CCA) for seniors. This brings the total number of SWT flats launched in 2025 to 4,690 units, surpassing HDB’s earlier target of 4,500 units.

According to Eugene Lim, key executive office at ERA Singapore, the high number of SWT units in the October BTO launch indicates a strategic move by HDB to cater to the changing needs of buyers. Lim adds that by offering more SWT flats, HDB aims to attract first-time buyers who might otherwise turn to the resale market due to urgency, thereby helping to stabilize resale prices that have been climbing in recent years.

Two of the four SWT projects are located in Yishun, with an estimated waiting time of 2 years and 7 months. Yishun Glade, situated at the corner of Yishun Street 31 and Yishun Ring Road, offers 569 units in four 15-storey residential blocks, featuring two-room flexi and four-room flats. It also includes recreational facilities such as a children’s playground, fitness stations, a rooftop garden, and a senior care center. Nearby amenities include Junction 9, Yishun Mall, and Yishun Public Library.

The other SWT project in Yishun is Chencharu Grove, located along Bah Soon Pah Road and Chencharu Link, offering 826 units in six residential blocks, ranging from two-room flexi to five-room flats. The project is close to Khatib MRT Station and amenities such as Khatib Central, Wisteria Mall, Northpoint City, and Yishun Hawker Centre. Lim expects Chencharu Grove to be popular among buyers due to its proximity to the MRT station and schools. The project will also include a 418-unit Single Room Shared Facilities (SRSF) public rental block, replacing the pilot site at the former Anderson Junior College hostel.

In Sengkang, Fernvale Plains, located along Fernvale Street, will offer 830 units across five residential blocks, including a rental block. The units range from two-room flexi to five-room flats, along with 207 CCA units. The project features shared community spaces such as gardens, fitness stations, and a preschool, and is close to Seletar Mall, Fernvale Community Club, and Compass One. The estimated waiting time is 2 years and 8 months.

Rivelle Tampines boasts exceptional connectivity as one of its main features. Its prime location near Tampines West MRT Station on the Downtown Line offers a seamless and convenient commute to popular destinations such as the Central Business District, Bugis, and Marina Bay. For those who prefer to drive, the development is also connected to major expressways like the Pan Island Expressway (PIE), Tampines Expressway (TPE), and East Coast Parkway (ECP). Additionally, residents can also benefit from the close proximity to Rivelle Tampines West MRT Station for easy access to transportation options.

The final SWT project, Ping Yi Court, is situated along Chai Chee Street in Bedok. It comprises five 15-storey blocks with 862 units, ranging from two-room flexi to 3Gen flats. The development is designed around a central courtyard and includes amenities such as a preschool, playground, rooftop garden, and fitness stations. Residents will have easy access to Kaki Bukit 511 Market and Food Centre, Bedok Mall, and Heartbeat@Bedok, with the Bedok and Kembangan MRT stations within walking distance. This project has the longest waiting time among the four, at 2 years and 9 months.
